A Look Inside Walvis Bay: Namibia's Innovative Green Hydrogen Site

Namibia is moving beyond demonstrating green hydrogen technology toward operating an integrated production, storage, and refuelling facility at Walvis Bay. The Cleanergy Solutions Namibia site combines solar generation, battery storage, hydrogen production, refuelling infrastructure, and technical training on one plot of land, and it is operated through a joint venture between Namibia's Ohlthaver & List Group and Belgian company CMB.TECH. The facility was inaugurated in September 2025 and has since been commissioned, placing it among Africa's most advanced operational green hydrogen projects (News Desk, 2026). It comprises a 5 megawatt peak solar installation of about 7,000 panels across 6.5 hectares, a 5 megawatt proton exchange membrane electrolyser, and a 5.9 megawatt hour battery storage system, all designed to run off grid, splitting water into hydrogen and oxygen using solar electricity (News Desk, 2026).
What sets this apart from Namibia's earlier hydrogen headlines and years of memoranda is what the hydrogen is actually doing right now. It is fuelling dual fuel trucks, off road equipment, and power generation systems on site, and hydrogen powered rail applications are part of the wider programme, a practical test of how renewable fuels can support transport, logistics, and industry rather than a proof of concept sitting idle after its ribbon cutting (News Desk, 2026). Siemens supplied the electrical, automation, and safety systems, and CMB.TECH itself functions as an initial consumer of the hydrogen, giving the project a defined offtaker and a real operating environment in which to test the technology, something many announced projects lack at this stage (News Desk, 2026).
Walvis Bay's location sharpens the significance. As a major gateway connecting Namibia to inland economies across Southern Africa, the port gives a domestically focused hydrogen project a plausible path toward freight, port operations, and eventually regional and international trade, without requiring export contracts to be signed before the technology has been proven (News Desk, 2026). That is a meaningful departure from many African green hydrogen initiatives, which have focused primarily on exporting to Europe and other overseas markets before establishing any domestic user base. By developing demand alongside production and refuelling infrastructure, Namibia can test the commercial relationship between supply, infrastructure, and end users before committing to far larger capital outlays.
So what does this mean for the hydrogen economy. The industry's recurring failure mode globally has been sequencing projects backward, negotiating gigawatt scale renewable capacity and billion dollar offtake agreements before a single unit of hydrogen has actually been produced, moved, and consumed by a paying user. Namibia's approach at Walvis Bay inverts that order, proving the chain from generation through electrolysis through refuelling at a scale small enough to fail cheaply and learn from, before scaling toward the kind of green ammonia production for agriculture, industry, and maritime transport that the project's longer term plans describe (News Desk, 2026). That sequencing matters because it gives financiers and future offtake partners an operating reference rather than a modelled one when Namibia does eventually seek capital for expansion.
The pilot represents an investment of about 500 million Namibian dollars, while a proposed commercial expansion has been valued at approximately 3.5 billion Namibian dollars and is projected by project partners to create thousands of jobs if fully implemented, figures that remain projections rather than benefits already realised (News Desk, 2026). CMB.TECH has indicated plans to scale the facility from its current 5 megawatt configuration toward 250 megawatts and ultimately 500 megawatts. Namibia is quickly becoming a country to watch in the new global hydrogen economy.
